lack of openGL

Hi, i have a ATI RADEON XPRESS 200M seris(vista home basic) and ive had it for awhile now but when i play games, the game is VERY bright and people tell me its because i have a lack of openGLs and ive downloaded mod tool and im wondering if there is any chance of (whoever the gods are who make it :P ) could update mine with a openGL version? because at the moment i dont have any.
