HIS X1650 AGP not working with VISTA

Ok so where do i start.

My Comp:

Windows Vista Home Premium 6.0 build
Acer t135 motherboard
Bios v6.00pg
AMD Sempron 3300+, 2.0 GHz
2 GIGs of RAM pc 3200 DDR
DirectX 10

CARD I WANT TO USE:

HIS RADEON X1650 Pro AGP

THE PROBLEM:

I bought the card last week and when installing it for the first time i received a memory dump screen. I checked all the forums and the product manufactures sites for answer and follwed their instructions. Nothing is working. The card is very unstable. But i know that i am not as smart as everyone here so i am hoping for some help and ideas.

I have unistalled the previous drivers from every angle. I have turned off fastwrite and any bios chaching. I have installed drivers only then the CCC. The CCC installs only partialy and then my screen goes to a blank black screen with a prompt at the top left but will not allow typing and i can here Vista sounds in the back ground.

ANY HELP WOULD BE APPRICITED!!!

If this is an upgrade from a previous video card, I would HIGHLY recommend that you do a Windows REPAIR installation. This will save your current data and programs, BUT it will also restore your Operating System to its native state and let you begin installing drivers from a fresh slate.

Once you get the OS Repaired, be sure to install any newer Motherboard and Chipset drivers before proceeding with any other drivers...including the sound/audio and video card drivers.

Once you do the Repair Installation, let Windows then detect your video card and install any drivers it deems necessary.

Once done, then proceed with any other driver updates including the audio and any other devices installed.

If you need further help, or clarification, be sure to respond.
