X1900XTX "Shimmy"
Just some background. I moved from an apartment to a house last September, and just now got my second computer up. I in the meantime switched ISP's from Comcast (better than average) to FIOS (definately better than Comcast phone and TV, moderately better internet) (A more steady Eddy)
Anyway my #2 is a MSI 790X based machine with a 5000 BE X2, 4 Meg Ram, and a ATI X1900XTX video card. Using a good quality Hyundai LCD L90D+, It has Vista HP 64. I had not booted it since September, I did yesterday and downloaded the 56 Microsoft Updates for Vista, and Office 2007, and then on to updateing other programs such as Spybot and the like. I noticed a slight Shimmy in the display. It was worse up close and more noticeable along the start or end of text or the edge of an image, but it was present thruout. I did get rid of it, I lowered the ambient temperature of the room, but not more than 10 degrees And I loaded the latest Catyalst suite, including the display driver and mainboard drivers. They seemed to do the trick! So my problem is sloved, just passing on the info.

lowering the temperature would suggest that either the gpu's dac is running warm (doubt it).. or the monitors showing signs of deteroration
