Cannot DL anything in Vista!

I've tried and tried to DL anything & everything but the moment the DL dialogue box goes away after the software has DL'd the item appears on the desktop for a split second and then disappears. Sometimes it doesn't appear at all. It's like it never DL'd. I cannot even DL or Run the MS error reporting tool???
I've tried searching incase the item was placed somewhere else but that opened up more horrors trying to use the new search feature.
Is the OS locked from DLing apps or anything?

no it is not locked
if you boot from the cd into install at the bottom left you will see repair click on that and it will allow you to check everything is intact
