??? Vista CRT refresh rate

Is there a way to force the refresh rate in Vista like you could do in XP ?. I have no "troubleshooting" tab in dxdiag and the ATI cat' drivers don't seem to be able to force the refresh rate in the same way they did in XP. Many games revert to 75hz for some reason. My monitor is correctly listed in Device Manager. Thanks.....
P.S> - Refresh Lock works on some games but not on others
