I've just started experimenting with Vista Business Edition 32-bit, and it seems that my recycle bin sometimes disappears when I click the "empty" option... To get it back I have to right click on the desktop area and select "refresh".

Happens to me too but its always because I hit Delete instead of Empty Recycle Bin. Maybe you're doing it too by accident?
Edit- Sorry, you said it comes back if you do a refresh. I have noticed this also, and I usually have to refresh manually when making shortcuts and such. I've had this issue since release |

This is obviously something the Microsoft's team need to look into. It seems it's not broad casted on the net at all when I Google it.

Annoying problem; easy fix.
Right-click on the desktop, click Personalize. Goto the Themes tab and change your theme to Windows Classic, click apply. Then change the theme back to whatever you had before. Problem solved
