I have been to Microsoft Support, Dell Support, 3 or 4 different tech sites with Forums.. I am so frusterated I want to throw my laptop out the window! Anyway- I know questions similer to mine have been asked, and I have read them here and on other sites. None have solved my problem, yet.

My issue is this. If I try to right click on the desktop to open 'personalization' settings, the window opens for about 2 seconds - nothnig appears and it closes. I cannot change my wallpaper, power options, etc. Now, I can go in through the control panel- and once again, the features open in a window for about 2 seconds and it closes. I can change some settings, but very few, and at this point, very much just want an answer! Dell tells me its a Microsoft problem, Microsoft tells me it's a Dell problem. PLEASE HELP!!

I am running Windows Vista Home Basic (32?) on a Dell Vostro 1000 (it came with Vista) and nothing has been changed really- I have deleated the programs on it before the problem started. Anybody know a way I can repair this? I have even had the registry redone- still, not working.

I've edited the thread title, so more people can see what it's about.

Have you made sure Software Licencing service is enabled? People report a similar problem when it's not?

Right-click My Computer choose "Manage" > Services and Applications > Services

Check that 'Software Licensing' is set to Automatic and Enabled

Thank you for your quick response. I just followed your instructions- and at least I feel like it's a step I have not taken yet! Thank you. However, it did not work. The items are set to Automatic and Enabled.

Some people have told me this could be a virus or spyware, however I have had Windows OneCare Live since I bought the computer, and have scanned it daily with no results, I have even had CoolPc Mechanic scan the registry and make over 400 repairs, and yet- nothing. It's frusterating. Thank you so much for your help.

o could try someting like adaware http://www.adware-2009.com/v2/ & spybot http://www.safer-networking.org/en/download/. have u tried a complete clean install? i know its a pain but sometimes its what it takes.

The problem you have is most likely caused by malware. if you have the vista cd you could copy over the folder to your hard drive and that will solve it.
Run also the ms maliciuos software removal tool.

i assume you've tried using vista recovery disc...
see if u have same problems in safe mode

i still recommend SUPERAntiSpyware.com - AntiAdware, AntiSpyware, AntiMalware!

but this sounds like something has corrupted or is indeed in the machine for sure as this isn't a vista typical issue at all.

I downloaded the programs and ran the scan, it does appear there is some stuff on the computer that may be causing problems. I will run the full scan and she what happens on both. thanks!

Sorry for the numerous posts. Thanks for the advice as well. I cannto get into safe mode, if I try, the computer will not respond. It boots up normally. I finally got it to the screen that said boot in safe mode, and it didn't let me, it kept restarting. I may have to reload Vista it looks like- but will try another option or two first. I apprecaite all of your help thus far.

Could very well be a virus or malware given the behaviour you're describing, very odd that safe mode isn't working. If your keyboard doesn't work when trying to get into safemode it could be you need to use a PS/2 keyboard if you're on USB or enable USB keyboard support at boot in your BIOS.

I'd say the best course of action is gonna be a clean install. Be thankful you have access to your data, make a list of software you have installed, backup your favourites and emails, game saves etc and take the plunge.

i've seen 3 viruses that prevent safe mode from operating at all... either causing a instant reboot or hang or does some funky stuff...

It sounds like the system is heavily comprimised..... a wipe and reinstall is my best suggestion

I have been following along on this and have to agree with Craig and Judas a fresh start is the best way

thank you again for all of your help. The FreeWare registry cleaner actully works better then the one I paid for! It works great, and did solve some other problems I was having, just not the personalization one.

It does appear a fresh reload will be in oreder. Thanks again.
