Network won't work

hi,
I have Vista build 5259. I have an administrator rights but when i want to change settings of LAN adaptor ( i need to change my IP address and DNS because my network doesnt support automatical mapping). But when I open this settings Vista warns me that I DON'T have enough rights for changing this settings..... WHY??? What can I do with it? Thank you all in advance.

dono much about vista but if its similar to xp boot in safe mode and u'll have rights.......
