Window On Top

Hi,
Is there any tool to make windows on top all the time? Such as linux where you can right click > on top. Such to make a window above firefox while using ff.

some programs supports 'Stay on top', 'Always on top'..., but some don't
AFAIK you cannot set this on every programs window via Windows registry setting.

if you like to have this feature on all window's title bar you can use third-party software like Actual Title Buttons.
