"dot net framework" & do I really need it?

If you're talking about .NET Framework, this explains it pretty well:

NET Framework at Wikipedia

Some applications, e.g. ATI Catalyst Control Center, will not install/run unless at least .NET Framework 2 is installed.

And, it's actually already part of VISTA and other Windows OSes.

You'll know if you need it because a program depending on it will not function. The framework is the base for Microsofts latest application programming substructure and can now be expected (by software creators) to be installed on most Windows systems.

System Specs

There are also different versions, most significant being:

1.1 - Used by some older .net applications, may be required if version checking or other issues prevent the application running under 2.0
2.0 - Mainstream for a long time, some applications wtritten for 1.1 will run in 2.0
3.0 - Essentially a superset of 2.0 - if 2.0 is not installed, a .Net 3.0 installation will provide it.

Multiple versions can be installed, with the current "full coverage" configuration being 1.1 and 3.0 installed, preferably in that order. If no incompatible 1.1 legacy applications are used, then 1.1 can be left out.
