cannot find ///c:/windows/web/desktop.html

cannot find ///c:/windows/web/desktop.html
I get this message every time I turn on the computer. Also for some time now, I have not been able to view my background picture. I am able to change the background, but when on the desktop it just shows a white screen. The only time it shows up is when the computer is loading or shutting down and it is just for a moment. Also some programs and kids games will not load anymore. I am tempted to wipe out the whole hard drive and start over, or reinstall windows xp. Please help

You might have web desk top enabled. Look it from: Display Properties / Desktop / Customize Desktop / Web
Where you should see if its configured to open that html file.
