Windows XP: language bar not working

Hello, fellow DH members!

I have a strange problem. My language bar stopped working. I am using it to switch between english, german and slovenian keyboard layouts and now it doesn't work. It wont work via keyboard: CTRL + SHIFT, or if I click on
the languabe bar and pick a keyboard layout. It refuses to switch.

Any ideas? It helps if I restart my notebook, but after a while it stops switching. That isn't a solution.
