All system font is scrambled! HELP

Okay so my brothers laptop was working fine and dandy. He was cleaning some games off of it because its got a small hard drive. He deleted some shit and then later he goes back and all text is scrambled. Its really weird.

So anyway after sniffing around, we are pretty sure that its korean(cept its scrambled because he doesnt have korean text support) The reason we think this is because it looks exactly the same as the files from this game Ragnarok we use to play(which was in korean). Anywho its really weird. We tried to get into the Fonts folder in the control panel but it just craps out when we select it...on the other hand SOME(but only alittle bit) of the english text comes back when we try to open that folder.

Does anyone know wtf is going on? How can we fix this? Oh yeah also we messed with the regional settings but changing them around didnt help(and its nearly impossible to read anyway. we're just going off the order of countries on my computer and comparing it to his laptop's scrambled text).

edit: Getting into "appearance" tab and screwing with the fonts there changed quite a few things, but alot is still messed up(among other things, the start menu is REALLY blocky now). In fact, everything inside of the start menu is still gibberish...but the desktop is starting to look normal. Seriously though this is really screwy. I have no idea whats going on.

tweakui has a thing to repair your font folder, might help...

err well unfortunately he was forced to do a reinstall of windows(which repaired the font problem)

hes gunna make this thing survive until the end of the quarter in a week because he has final papers etc...but during spring break, I'm going to help him go through the steps of formatting and then installing XP again(probably going to run XP 64bit edition)
