MSC files wont open and Win Update wont work

I am not sure when this started happening, but today was the first time I tried to access device manager in a while. When I went to open it, I get the error

Microsoft Management Console
MMC cannot open the file c:\windows\system32\devmgmt.msc.

This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file.

I have tried

1. sfc /scannow

2. re-downloading microsoft XMP parser 3.0 (sp5)

3. re-registering msxml3.dll w/ regsvr32 C:\Windows\system32\msxml3.dll. When i try to reregister it i get this error. loadlibrary ("C:\windows\system32\msxml3.dll") failed -A dynamic library (DLL) initialization routine failed.

4. making sure msc files are set to open w/ MMC.exe

5. Checked all security settings for msc files

If i open up MMC.exe I can add a snap in and access/open the MSC files, but they will not open otherwise. In windows update I am getting the error 0x8007045A .

Anyone have any ideas whats going on?

EDIT: I can register msxml.dll and msxml2.dll , but when I try to do msxml3.dll is when i get the dll error

Well i got it working although i am still confused. When I would install the MS XML parser it did not place any files in my system32 folder. I deleted all the msxml.dll files from there and tried again and nada. It did not replace a single one??? Luckily I had a freshly formatted HD and I slaved it and copied all of the msxml files from there onto my other drive and it worked.

System Specs

Windows file protection only applies to OS required / protected files
