Empires Demo Problem with Omega 3.8s

The background keeps flickering (rolling, like watching a video of a monitor, where it rolls) and menus stack upon menus (same with text).

I didn't have this problem with Omega 3.7s, but it seems only with 3.8. The bright side is that I gained 2 FPS in Empires, but its really not worth it if none of my menus show up.

Another problem:
My desktop (and probably my game) refresh rate is stuck at 60. In the Display Properties>Advanced>Monitor, I can only choose 60 Hertz. All previous versions of Omega, I could always choose 75 Hertz, which was my maximum. Now I cannot.

My previous installation was Omega 3.7 and I just installed the 3.8s on top of it. As Omega said, you should never need to uninstall the Omega Drivers, but just install over them. So....?

Where do I find this option? I do have Windows XP...

BTW, what settings do I set for rTools? I saw it disable HierachicalZ, HyperZ, and TCL. Is this right?
