Bizarre Problem

So I think that everytime that I reboot windows with start/restart the screen goes black while shutting down and if I try to boot back up into windows normal mode the screen just stays black. So I have to reboot into safe mode and uninstall the video drivers and then boot back into windows and reinstall the drivers. I've tried like four different drivers, driver cleaned, and just reimaged and am still getting the problem.

I don't believe this issue occurs if I use the reset button to restart, but I expect it also happens if I were to shutdown windows.

I think there is some program which fucks up the drivers when Windows is shut down but don't see any that it would make sense to be screwing with the video drivers.
