I Presume it's a Modded inf to enable this driver work on most nvidia cards. (another one i'm not going to touch).

Yes, i modded the 87.25, so they support even non 7900 GX2 cards. Everything else is "factory default". They seem good enough for me so i'm still using it till next beta driver release. Or WHQL, whatever comes first.

so this mod only offers compatibility gains , but no performance or quality gains , right ?
so , is there any modded driver ( other than omega ) , that improves performance significantly ?

Yes, this driver seems to only be changed so that it can be used on many different nVidia cards.
This is not like the tweaked driver sets that you would normally see.
Omega is not really a good option for tweaked nVidia drivers anymore since he stopped development on that. Another option is DHzer0point.
