All is explained in the Setup, when you select the options, but here it is anyway:

RefreshForce: Use this to fix the Windows 2k/XP Refresh Rate Issues.

MultiRes: Use to change resolutions and refresh rates on the fly, just like the display settings icon used in Windows 9x to change the resolutions.
