Problems with Flashing 2D in City of Heroes

I recently switched from a a Dell Latitude D800 with a PentiumM 1.7 and GeForece 4Go to one with the FX5200 in it. Surprisingly, it seems to run slower on the new one. I have tried running with the factory Dell drivers, latest Dell drivers, and the current (as of 11/1/04) Omega drivers. They all run the game ok, but when I go to a 2D screen (such as options or enhancements) the screen flashes uncontrollably, and I can't see what is going on. During gameplay it seems to work ok, but it is slow. If I run the game in a window, I don't have the problems with the flashing 2D. I guess I can live with the performance problem, but the 2D thing makes playing the game pretty difficult. Has anyone seen this flashing effect and have any ideas about how to fix it?
