GeForce 6800 GT and CS lag

My friend is having a problem with his GeForce GT 6800 from PNY and Counter-Strike. He gets crazy fps (250+ fps) with the following specs:

PNY GeForce 6800 GT
Pentium 4 2.4A Ghz @ 2.7 Ghz Prescott (603hz FSB [Total])
House Brand 512 MB PC2700
MSI Neo-LSR PT880

However, the problem is that might friend is getting very high ms for some reason. He use to have this problem with his FX5200 but fixed it with the Omega Drivers. He tried using the default Nvidia and Omega drivers but was not successful with the 6800 GT. He also said that if he joins an empty server, his ping is normal but when someone joins the server, he starts to get lag over 100 ms just like his 5200 did before. Mind you that he had a GeForce Ti 4600 in the system and it did not cause any lag in his old Athlon XP 2400+ system or in his current one; he only had problems with the 5200 and the 6800 GT. If there are any people with the same problem and/or have a solution please post in this thread with the details of the problem/solution.
