Sad !REFRESH RATE & CLOCKSPEED PROBLEMS!

My Refresh Rate cannot stay constant, although I've locked it at 85Hz, it keeps changing once in a while within every restart, or when the resolution changes. Also I set my Clock Frequencies at a certain frquency apply them, restart and they are set properly, restart again, and they are back to default. What am I doing wrong? I've installed the latest drivers, and have Nvidia FX 5600 Ultra 256MB Ram. Please help me and thanks. I heard of a previous driver elliminator of some sort that permanently removed older drivers, no clues there, please suggest.
