CCC and some other apps have occasionally detected my lcds as supporting 85hz... but it only supports 75...

CCC resets to 75 for them...

it says in CCC that my refreshrate is 85hz aswell but it defaults it to 70hz.
its a nasty bug and one that i hope would be fixed.

i gues im just wishing apon a star

that bug and the shadows bug on EA games are the only problems with the drivers that i have and would love fixed but i guess that wont happen.

actually there could be a slight chance that there is a bug in your monitors own hardware... a DCC or whatever it's called conflict or issue reporting 2 different things.. confusing it....

I've only encounter a handful of monitors that show similare symptoms that you speak off, both crt and lcd.... and i know it's bloody annoying.. but if your on a LCD... set it to 75hz and you'll be good... lcds do just fine at 60hz even.

I tried downloading the standalone Catalyst 6.3 display drivers, CCC and WDM driver...but when doing this the CCC does not launch after the restart...I tried to launch it using several different methods but no go...I even re-downloaded the files and still the same problem...this only happens with the "Low Speed" download option and only with the 6.3 drivers...the "High Speed" package works fine

order I downloaded---> WDM driver, Display drivers, CCC

If you're on a LCD...it doesn't matter. LCD's don't use "refresh rates". Think of how an LCD works. It obviously doesn't apply. However, since many people are still outputting video to analog devices, it makes sense to have a refresh rate option still there. Set it to 60hz or higher...it won't matter at all. You can't hurt your LCD by setting it too high or low and it won't affect it at all. The setting is ignored.

If you have a CRT or other analog display device, then this doesn't apply(analog LCD's are still digital devices...they just have an analog input...so the refresh rate still doesn't really matter).

An LCD doesn't have a scanning electon beam and a vertical refresh mechanism, but the video card still streams the video data one frame at a time at a certain refresh rate.

Setting your LCD's refresh rate will affect the max FPS you can display, and I can see less flicker when scolling a window of text at 70 or 75Hz than at 60Hz....
