Error Code 0x643 and Internal Error Code 2908

I was trying to install the ATI CAT Driver 6.3 with netframework 1.1 and got this error code....Internal Error Code 2908. I called Dell Tech support and they told me that it was already on my computer and that i did not need it. But i do not see it in my add/remove programs. Ati says i have to have it for the new drivers. On Windows Auto updates it trys to update to 1.1 and it gives Error Code: 0x643. How do i install netframework on my PC? Or can i use the Ati Control panel with the Ati 6.3 Driver. Help !!!!!!!!!! Please !!!!!
