Smartgart startup trouble

hi all I just tried to install Omega drivers 3.8.231 and cannot enable Smartgart. Is smartgart actually ATI Smart in services.msc? If so I ran into the same problems of it turning itself off without any possibility of enabling it. If Smartgart is not ATI Smart, how do I turn it on then? Naturally, this means my PC does not have a gfx driver atm.

My specs:

Gigabyte 8kNXP
P4 2.6ghz
Sapphire x1600 Pro 512mb AGP
4x 256 memory

Any help to get Omega drivers running greatly appreciated! thanks!
