Can't get 3d control panel to show except very first time - help!

System stats:
Asus A8N-SLI, running ATI x1900xt single card. Driving two Dell 2001FP flat panels thru dvi, and running xp pro.

I just got this card recently and have been enjoying it for the most part, however, I cannot get the 3d control tabs to show in any driver I have tried (properties->settings-> advanced).

First I tried the ATI drivers with CCC, and CCC will never run or show up. Then I tried 3rd party tools like ati tray tools, and get some message about not being able to read the bios.

Then I tried the omega drivers, and finally was able to see the 3d settings, however, I can do this only once and then they never appear again!

I uninstalled the previous catalysts, ran the cat remover tool, and driver cleaner pro, then rebooted. I cancelled out of any VGA driver installation. I then installed the omega drivers. After rebooting I set my panels to 1600x1200 in dual monitor, and everything looks fine. Now, if I go to settings/advanced, I will see the extra config tabs for 3d, color etc. If I close this panel, then try to reopen it again with settings/advanced, these tabs will no longer be there (I only have the standard tabs General, Adaptor, Monitor etc)

I repeated the above at least 2-3 times, with the same results.

What dictates whether these show up? Why are they disappearing after viewing once?!
