Clone Screen Problem

Sorry for being a forum trawler, but I searched for my problem and this thread contains exactly what it is.
I have an ati x850 card with a VGA monitor and a TV on the S-vid out. In the Catalyst control center basic I can set the TV as the main or the monitor, both work as the main.

Under advance settings, when I try to enable the TV as secondary the screen will flash but nothing happens. The monitor remains as the main display and the secondary remains disabled.
I have updated the BIOS, uninstalled the driver, ATI control panel, and anything related then reinstalled the driver and ATI program from the update on the ATI website.

I am not sure what the Omega driver is or does, so that might be the answer; please let me know what I need to do or get for this to work.
