Radeon 9800 pro won't capture TV

2 weeks ago I installed the 9800Pro into my pc... from reading this forum the expected problems are now resolved but I still cannot pick up any TV channels. The installation wizard has picked up three channels but only just...fuzzy picture, no sound, image runs slow and a "No Signal" message is splashed over the screen when I run TV. I had a great image on my TV, and tried a TV signal booster to no avail.
Display manager tells me all my drivers are ok... I don't have the "ATI WDM specialized PCD codec" is all...is this a problem??

My PC guru buddy is stuck for ideas...as am I.

Am prepared to exchange (part of) my soul for a solution...any offers???
