What is Vertex Blending? I have a program that tests to see if it works, and
it doesn't.. It Open GL or Direct 3D.. Do games use it? How do I make it work no matter what driver version?

It is used in both DirectX as in Open GL
Vertex blending is a technique introduced with DirectX 7 and is supported in DirectX 8
Vertex blending is used to smooth out the appearance of two adjoining pieces of geometry.
Vertex blending has a variety of uses in the 3D world, one of which is creating characters whose body parts are seamlessly joined together, such as arms and legs.
