Disabeling bump mipmapping and pixel shader

Hi
here is the deal my pc is veeery old (it hase 3 and a half year right now)
and many games are working at 25 - 30 fps
ive noticed that all of those games use the bump mipmaping and pixel shader.
Since i played in the past nes,comodore, and atari games i don't care about the graphics (i use my imagination )

so! how to disable those 2 stupid making everything wet-plastic looking effects?
i have a R9500Pro-OC-9700

System Specs

For the bump mapping I dont know(probably in the game console), but for the pixel shader you can lower from 2.0 to 1.1 with Ati Tray tools, you will lose alot of image quality, but the speed bump will be noticeale!
