Hi,i'm just wondering is it possible to mod a
ATI Radeon 9200SE anyway to play a game that supports pixel shader 2.0 like Spore?

No, 9200SE is based on R200 architecture, like Radeons 8500, 9000 and 9100 and it lacks the necessary capabilities. If you want to play that game and not make any major upgrades, see if you can get a cheap Radeon X800 or Nvidia 6800 or better.
