Force Powerplay level on windows?

Hi all!

Is there any tool that can set powerplay state/level on windows, like the aticonfig utility for linux?

I saw in EVEREST that my BIOS supports 6 powerplay levels, and up to 500MHz GPU clock, but right now it's always 300MHz (HD 3470), and turns to 110MHZ (!!!) if I enable powerplay......
