DirectX 9.0b hotfix help

What is it?, what does it fix?, how can I do it?

I know this might be a stupid question for most of you, but for me it's a mistery. Can you help me please?

The hotfix is meant to correct a problem with capture cards like for example TV cards.
After installing directX 9 I got a problem with green stripes in the TV picture of my Pinnacle PCTV and some synchronization problems. These are gone after installing the hotfix.
Therefore if you don't use TV capture cards you won't need the patch.
