Can I use Radlinker instead of control panel?
It seems a little pointless to have both utilities installed? Can I replace the Control Panel with Radlinker and just use Radlinker?

As far as I know, yes you can. Omega does this by default with his driver set. Since Radlinker installs a Radlinker Tab into your Display Advanced Properties, it can effectively replace the ATI Control Panel tabs already there. Unless there is a setting in the ATi CP that you must have that is not in Radlinker, you can go it alone with Radlinker and be good to go. You may want to do a repair on the Radlinker installation if you uninstall the CP just in case. Otherwise I see no reason why you can't just use Radlinker.
