System Specs

Did you uninstall ONLY control panel? It's best to uninstall the driver, control panel, then use driver cleaner to fully clean all the leftovers prior to installing a new/different driver. SmartGART is not terribly important, but it's a good thing to have it. Make sure you also install your latest chipset drivers (VIA Hyperion or nForce drivers, or anything else, depending on your motherboard chipset), it may also cause SmartGART not to be detected.

Going by the comments at http://www.hardwareheaven.com/windows-xp-radeon-display-drivers/67705-radeon-omega-drivers-2-6-05-cat-5-1-a.html I think its an installation problem with the new Omega set as people (including myself) have been having a number of issues with things missing that should be there.
