Why has performanced droped since 4.12?

In source based games, the performance atleast on my 9800 pro flashed to XT has been steadily decreseing with every new version of cat from ati.

What in gods name are they changeing that is beating the crap outa source?

I think ati develops more compatible drivers than optimized drivers. It's good and bad.I think ati should think about low-performance-cards
